Move a package across the state border under heavy surveillance.

The federal presence at Leonida's northern border has intensified, and getting a package across requires actual planning. The mission opens with a collection at the Mount Kalaga cabin, transitions into a branching route decision based on live surveillance updates, and culminates in a crossing that can go smooth or catastrophic depending on the choices made. Return travel is a separate sub-objective, because every border has two sides.
