Downtown is Vice City's command-and-control center — a compressed grid of mirrored skyscrapers where the state's legitimate economy and its less-legitimate offshore accounts converge in the same elevator. During business hours, the sidewalks fill with suited figures power-walking between meetings, food trucks doing a thirty-minute-lunch-rush economy, and tourists craning their necks at buildings that are technically impressive but aesthetically unfriendly. The financial district hosts the Leonida Stock Exchange, a dozen multinational bank offices, and a density of law firms per capita that would embarrass most world capitals. After 6 PM, downtown empties out faster than a fire drill, leaving behind a small but hardcore skyline-bar scene on the upper floors and a ground-level ecosystem of janitors, delivery drivers, and the occasional heist crew staking out targets for later.
