A cartel representative wants a meeting. Saying no isn't an option.

The meeting is at a waterfront restaurant, mid-afternoon, in full view of thirty other diners. The cartel's messenger is well-dressed, polite, and absolutely clear about what happens if Jason declines the offer on the table. The mission is entirely dialogue-driven, with no combat — the tension comes from the knowledge that one wrong answer ends the game early.
